IIRC, there were Gallifreyans who lived outside of Time Lord society (I mean, apart from the renegades). I've been thinking about renting the DVDs for the Gallifrey episodes to refresh my memory.
I have to say your speculations seem sound. What little we see of the world doesn't make that much sense as a living society, more of a fragment.
