My thought about Time Lord DNA come in part from what little I know (probably errorneously) about human genetics, that there's a great deal of "junk DNA" incorporated that never seems to get used. I thought the Time Lords could perhaps replace that junk with viable material and then randomise it with each regeneration.
I like your genetic hoovering idea though. Another example in the series would be the Krillitanes of "School Reunion".
the infamous Master regenerates the same exact way every time because he's arrogant enough to believe that his current genetic makeup can't be improved upon
Makes sense to me.
One possible extrapolation of the hoover theory is that the Time Lords, once they had ceased gallivanting about the universe, would become limited only to the genetic material on Gallifrey. Perhaps that contributed to their eventual isolation and stagnation.
