It's a secret part of Africa, not found on any maps, populated by the people and vegetation that Lurky himself has handpicked. Spike had to use magic to get there, dark magic which a mere mortal could not survive. The people are not farmers; their sole purpose, since time immemorial, has been to serve Lurky, and he provides them with sustenance. This is also why they were not startled by Spike's arrival. The tales passed from generation to generation foretold of a white man in black, and the male descendants of Lurky's primary caregivers were imbued with the ability to speak English, so that they would be able to communicate with him when he arrived. It's a fascist patriarchal society, where women are not allowed to speak to men that are not related to them by birth or marriage.
