I'm impressed by your research, and your faith in the writers. If I may be allowed to snark? My hypothesis:
Clue 1: Spike walking along a sandy beach and being ignored by the women. There's only one place on Earth where a man looking like Spike would not rate high enough on the hot-o-meter to raise an eyebrow. (Starts with Los, ends with Angeles)
Clue 2: Strange round tent-like structure. Those freakin' hippies sure left a mark on the local scenery back in the day.
Clue 3: Man speaking in Luganda. Hmm, and Lurky speaking perfect English (even though his residence there had apparently been so long as to acquire legendary status; Spike knew where to look for him by demony word-of-mouth.) They must actually be in some sort of 'melting pot', where people of many ethnic backgrounds interact with eachother on a daily basis. :)
And so I conclude, they're in Southern California. Not more than a mile or two from a certain TV filming warehouse. Spike just lied about the whole "Africa" thing to impress Buffy. :P
